They are also, quietly, a transfer. Most finish at Ketapang harbour or drive you into Bali at the end, which makes them a way of moving from Java to Bali as much as a sightseeing trip.
Mount Bromo is a jeep at four in the morning, a sunrise viewpoint and a walk across a sea of volcanic sand. Kawah Ijen is a night climb to a crater rim. Nothing about them overlaps except the word.

Accommodation, breakfasts, a private vehicle, jeeps at Bromo, local guides and most of the entrance fees. What varies is the evening meals: some packages include lunch and dinner and some include neither, and that is the line worth reading before you compare two fares.
One four-day listing excludes the Bromo and Ijen gate fees specifically, which is unusual here and worth noticing. Tips, travel insurance and the trolley taxi are outside every fare here.
Book the shape around your flights rather than the other way round. If you are flying into Surabaya and out of Denpasar, a package that finishes at Ketapang harbour is doing two jobs at once. If you are returning to the same city, say so when you book: several of these run in both directions.
Expect two early starts in three days. Bromo is a pre-dawn jeep and the crater is a midnight climb, and everybody who has done both recommends sleeping on the drives. Cancellation terms vary more among these packages than anywhere else: most refund at 24 hours, one needs six days, so check before you pay.
If you only have one night, a package is a waste of it: the crater on its own is available from twenty-six dollars out of Banyuwangi and from a hundred and one out of Bali. If your date is not yet fixed, note that the longest of these packages needs six days' notice to cancel rather than twenty-four hours.

Two at an absolute minimum, and three is the shape most packages take. The road between the two volcanoes is six hours, so anything shorter means driving through both nights.
